LibreOffice Calc currently provides date acceptance patterns under language
settings, which allow users to enter dates in convenient localized formats.

A similar mechanism for time input would be useful. For example, users could
define time recognition patterns so that entering "9--30" could be interpreted
as "09:30", or "17--45" as "17:45".

This would improve fast data entry in spreadsheets, especially for timesheets,
attendance lists, training schedules, work logs, and other tables where many
time values are entered manually.

Tools → Options → Language Settings → Languages

Possible feature name:
Time recognition patterns / Time acceptance patterns

Expected behavior:
If a cell is formatted as time, or if the entered value matches a configured
time recognition pattern, Calc should convert entries such as:
9--30 → 09:30
0--930 → 09:30
17--45 → 17:45

The feature should be configurable, similar to existing date acceptance
patterns, to avoid ambiguity with ordinary numbers.
