The issue was first discovered in libreoffice-still (25.* release), checked and
tested in libreoffice-dev-bin (26.8.0.1) and it's still there.
Steps to reproduce:
1) Copy non-ASCII content into the clipboard
2) In Calc press Ctrl+Shift+V, choose "Use text import dialog"
3) Select a different character set in the dialog (one where the content is
different to make the issue visible) and observe the new correct text show up
in the preview
4) Click OK and observe that the original content is still being pasted with no
regard to the setting
