Most layout-related properties are not evaluated yet when using native Qt
widgets (enabled by SAL_VCL_QT_USE_WELDED_WIDGETS=1).

This isn't Windows-specific, so changing to block tdf#130857 instead of
tdf#172874. Dan has some WIP changes in Gerrit that might be related, s. change
series up to https://gerrit.libreoffice.org/c/core/+/206486/1 .

That might fix what you're referring to with "Margins/Padding ignored" in the
title, but can you please be more specific on what exactly you mean? (E.g. what
UI file this is, what's set there, but ignored,...)?

That's unrelated here, but FYI: Lack of vertical tabs is due to
https://bugreports.qt.io/browse/QTBUG-22488
