If I:
1. Start LO Start Center
2. Go to Tools... > Options... on the menu
The navigation tree shows me, on the top level:
LibreOfficeDev
Load/Save
Languages and Locales
LibreOfficeDev Base
Charts
Internet
this bug is about the Charts item. Now, it's true that Charts are not specific
to a single module; but - it's not relevant to _all_ modules; and certainly not
to the Start Center itself. So, I believe it should only be visible in modules
in which you can insert a chart.
