I have tried to reproduce the error, and it still persists. In spite of the numbering of the footnotes to be configured to be per page, in the page 239 the numbering is incorrect. I have tested in LibreOffice Writer, version 26.2.5.2 (x86_64), for Windows 11, version 25H2. I did not test in older versions of LibreOffice as suggested. Please, this error was reported a long ago. I need of LibreOffice Writer with footnotes to do my personal work. If you can, correct it for me! In this case, I would be very thankful to you. Thanks in advance!
