This is no longer a Visio-only feature. We see these guides in PowerPoint and
maybe even elsewhere. When one is drag-moving a shape around, rulers and
caliper-like guides appear under various circumstances to indicate that the
shape is snapped, or may be snapped, to some relevant point: 

* The edge-coordinate of a closeby shape
* The center of some larger shape on the slide or smaller close-by shape
* The point of equal distance from two nearby shapes

etc. The guides may change color when the positioning meets them exactly as
opposed to being near them. And - when you drag some distance away, or when you
release the shape, they disappear.

I believe both Impress and Draw are sorely missing these.
