Description:
When moving a title in LibreOffice Writer's Navigator (F5) WITH THE MOUSE, the
text underneath follows: I gets moved.

But when moving the title WITH THE KEYBOARD, only the title moves: the text
underneath does not move with the title. 

Steps to Reproduce:
1.Open Writer's Navigator (F5)
2.Move a Title with the mouse using the arrows (triangles on the frame). The
text underneath also moves. It moves with the Title.
3.Move a Title with the keyboard (CTRL + ALT). The Title moves, but the text
underneath does not. 

Actual Results:
As stated: in one case the text gets moved, in the other it doesn't. 

Expected Results:
All the text under a title should get moved with the Title, just as it happens
with the mouse.

Additional Info:
In order to modify the content of a written document, it is very important to
be able to move text using titles in order to reorganise the whole document
when needed, which frequently happens. 

When you frequently use word processors, such as Writer, you want to use the
keyboard, not the mouse, because the keyboard is so much more quick and
efficient. Or at least I find it much more efficient.

Thus, Keyboard shortcuts and efficiency are very important and improve
usability.
