The --language command line option seems like a useful tool if you want to
temporarily switch the UI to a language to test it out. However, if you have
already made a language choice in the config then that choice overrides the
--language option. It seems like it would make more sense for the priority to
be the other way around so that --language has the highest priority. That is
the one that will always be most recently and explicitly set by the user.
