The request is essentially to add a semantic attribute to styles that define what a heading is. Currently it is the given name Heading and all children that are expected to work like headings for references. Adding a level to these styles would make them appear in the hyperlink dialog but any level would be wrong. We have different opinions. My personal take is WF.
