I create two sections with condition "x == 1" (or "x eq 1"). I insert variable named "x" before both sections and set it to 1. The sections hide. I move the variable after the first section, but before second. The first is visible, the second if hidden. I delete both sections without a problem, even when everything else is removed beforehand. Closing as WORKSFORME. Please reopen if you feel it is incorrect. Don't forget to leave a comment why you do this. By the way, the reason to put the variable into the document is that you may want to change its value from some point, then you insert it again in this point with a new value.
