The defined values for the text:footnotes-position attribute are: • document: end of the document. • page: bottom of the page where the footnote citation is located. • section: end of the section. • text: at the page where the footnote citation is located, immediately below the page's text. IOW, not below a chapter. I also don't see the need for _footnotes_ below a chapter. Is this somehow common? I mean neither APA nor CMOS challenge the position of footnotes at the end of the page (versus endnotes at the very end of the document). Plus, do you know such behavior from other applications? As for the section, I think this option is missing. And after checking MS Word we also do not have the 'text' option, which Word offers as "Below Text" (instead of "Bottom of Page").
