--- Comment #3 from Kevin <[email protected]> ---
Thanks for the quick response - this is /essentially/ what I'm looking to
recreate but in a single button-push operation. In WordPerfect the "Pleading
Paper" button brings all of the relevant options into a single pop-up,
defaulting to the traditional (U.S.) court-accepted format with options to
modify.
Also, in Pleading the numbering is "set" and does not only appear on lines that
have text or a return on them (a new blank page will show all 28 numbered lines
even with no text)

The steps you below reproduce what I'm looking for, and WILL WORK but requires
many more steps than the dedicated button/popup menu in WordPerfect which
brings all of the relevant options into a single popup window, which is the
feature I'm requesting. :)

Tools > Line Numbering >
        - check Show numbering
        - check Restart every new page
        - change Interval to 1
Format > Page Style > Border >
        - set User-defined left border to Double Thin (or Inset)
        - set User-defined right border to Thin (or Outset)
Format > Page Style > Text Grid >
        - Change “No grid” to “Grid (lines only)”
        - Change “Max. base text size” to 13 (to allow Lines per page to reach
28)
        - Change Lines per page to 28
        - Uncheck Display grid
Format > Page Style > Page >
        - Change Left, Right, Top, Bottom margins to 1”
        - Check “Use page line-spacing”
Format > Paragraph > Indents & Spacing >
        - check “Activate page line-spacing” with Spacing set to 0.00” for
Above and Below
