(Based on our toolbar guidelines as well as more detailed guidance by Win 32 and Mac guidelines when I needed a clear opinion to take a consistent decision) - Comment #9 on #171892 (this issue) which suggested rather few icons. This made sense to me since it was in line with e.g. MS Office 97 and MSO 2000 icon use. - Being a commonly used command (Our guidelines: "Show icons for the most important items") - Having a well-known, standardized icon (e.g. "Open" does, "Title page properties" does not; see Win32 Guidelines) - If an icon is used, it should be for a command, but not for opening items of sub-menus or radio/checkmark toggles (the latter not always possible since sometimes toggles are used for tool-modes or non-modal windows) - Having the same activated icons in different apps of the suite to provide consistency According our own guidelines, we can show more than only the important icons in sub-menus: "...except on submenus where all commands may have an icon.". This does not mean we should do so. I tried to decide based on whether the icons would illustrate well what the command does.
