I can reproduce the steps and their incorrect results provided in comment 4 also in LO 5.0.6 and in LO 4.4.7.2. Between LO 3.3+ and LO 4.4.7.2, IDK which version introduced the problem. I do know that LO 3.3.0.4 does not present the exact same problem when copying / dragging one row (only) from cell B1 to cell B2 (only).
