This attachment (114883-natural.fodt) doesn't apply rl-tb to cells and it doesn't reproduce the bug. What this attachment shows is what the previous attachment (114883-simplified.fodt) is supposed to look like with the bug fixed. Yes. This is because those cells have rl-tb set. LibreOffice Writer itself doesn't normally allow that option.
