Both required fonts (Aptos, IPAexMincho) are already fully embedded in the attached control_BEFORE.odt. "Aptos1", "Aptos2", "Aptos3", and "Symbol" are not fonts you need to provide — they're spurious, duplicate font-face declarations that LibreOffice's own TOC-update operation invents on its own, aliasing a font that was already present and fully embedded the whole time. Nothing about the actual available fonts changes; only the document's internal font-face bookkeeping does. To check for this after running the reproduction steps, you don't need any fonts installed at all — just compare the font-face declaration list before and after, exactly as shown in the earlier unzip -p ... | grep 'font-face' commands. If new entries appear that weren't in the "before" list, that's the bug, regardless of what fonts are or aren't installed on your system. I hope this helps.
