Description:
In the colour palette, the number of rows displayed at once changes
dynamically, and then becomes fixed to the number of rows displayed for the
colour palette that was selected immediately before closing the colour palette
dialogue. 
As a result, fewer colours may be displayed when a different colour palette is
selected.

For example, suppose there are three palettes: Palette A containing 5 colours,
Palette B containing 12 colours, and Palette C containing 52 colours.
If the dialogue is reopened with Palette A selected, all colours in Palette B
are displayed, but only the first 12 colours in Palette C are displayed. The
remaining colours can only be viewed by using the mouse wheel or the left/right
arrow keys.

Now consider adding Palette O, which contains 0 colours (i.e. an empty
palette).
If the same test is performed with Palette O instead of Palette A, the colours
in any palette can no longer be viewed. The mouse wheel and left/right arrow
keys, which worked in the previous case, have no effect.
To recover from this state, select another non-empty palette and then either
reopen the dialogue or drag the palette out of the toolbar so that it becomes
floating.

Both cases appear problematic from a UI/UX perspective, but I consider the
latter case particularly problematic because the colour palettes become
unusable.

Steps to Reproduce:
1. Open a colour palette by any method
   (e.g. "Font Colour" on the Formatting toolbar).
2. Select an empty colour palette (e.g. "Custom").
3. Close the colour palette and reopen it.
4. Select a non-empty colour palette.

Actual Results:
The colours contained in the selected colour palette are not displayed.

Expected Results:
As in LO 26.2 and earlier, the display size should be fixed at 12 columns × 10
rows, showing 120 colours.
If more than 120 colours are included in the palette, a scrollbar should allow
the user to scroll through the palette and view all the colours.
