2) Click on Toolbars
3) Click Help in the bottom of the dialog

Help page on menu customization.
The Help source file is "source/text/shared/01/06140100.xhp"

Additional information:
* The same miss occurs with Context menus.
* In source files, Menus, Context menus and Toolbars inherit the same
SvxConfigPage(pPage, pController, rSet) with dialog
cui/source/customize/SvxMenuConfigPage.cxx
cui/source/customize/SvxToolbarConfigPage.cxx
and method set_help_id is not carried appropriately
