Two links with office:title; (b) also has office:name="anchor1"

ODF has office:title on <text:a> and <draw:a> for the hyperlink's accessible
description (ODF 1.3 part 3, 19.387). LibreOffice ignores it on load and never
writes it. Instead, the dialog's "Name" is used as the tooltip and PDF
/Contents (bug 159899, bug 159924), and saved as office:name.

But office:name on <text:a> is a link target name, kept for HTML4 compatibility
only (19.380.9), and Appendix D.2 says alt text of hyperlinks shall go to
office:title.

Steps:
1. Open the attached hyperlink-title.fodt. It has two links:
   a) office:title="Example site"
   b) office:name="anchor1" office:title="Another example site"
2. Save as ODT, and export as PDF with Tagged PDF.

Actual:
- office:title is dropped from both links.
- PDF /Contents: a) "example" (the link text), b) "anchor1".

Expected:
- office:title is kept.
- PDF /Contents: "Example site", "Another example site".

Suggestion: add a separate Title to hyperlinks, next to Name. Read and write it
as office:title, use it for the tooltip and PDF /Contents (falling back to Name
for old documents), and map the DOCX/PPTX tooltip to it.

Reproduced on 26.8.0.3 and on master (27.2 alpha), macOS. In 26.8.0.3, link a)
gets no /Contents at all.
