PPTX with defPPr lang="uk-UA" and dc:language uk-UA - opens as en-US
Impress ignores the default language of a PPTX
(p:defaultTextStyle/a:defPPr/a:defRPr/@lang in presentation.xml, where
PowerPoint writes it) and uses the system locale instead.
Steps: with an en-US system locale, open the attached PPTX (lang="uk-UA"), then
save as ODP or export as tagged PDF.
Actual: document language en-US, PDF catalog /Lang en-US.
Expected: uk-UA, as with the attached ODP.
Export has the same gap: LibreOffice writes only dc:language to PPTX, so a
round-trip also ends up en-US.
oox never sets CharLocale on com.sun.star.drawing.Defaults, unlike the ODF
import. The DOCX import in Writer does the equivalent from w:docDefaults.
Reproduced on 26.8.0.3 and master, macOS.
