That's a bit like saying that custom styles are nothing users typically care
about a lot. Which is even true, once you've added "typical" and "a lot".

But we offer facilities for editing styles, make them abundantly visible, and
encourage people to use them.

Well, palettes are also a kind of "style" of your document. And we should
encourage users, who use color at all, to prefer palettes over choosing
individual styles in different scenarios - which is the equivalent of "direct
formatting"

In Impress, like in PowertPoint, people care a whole lot about color palettes.
The choice of color palette is feature prominently in the 'Design' ribbon of
PowerPoint - the clickable present slide designs involve a color palettes
choice, and their mini-previews show boxes with colors from the palette. See
screenshot. There is also a per-slide-master color palette selection.

In Calc, this is less ubiquitous, but palettes are important for:

* Categorization of cells/rows
* Conditional formatting
* Chart colors

Absolutely not.

It talks about color palettes. From a user's perspective "document colors" and
"a document's color palette" are the same thing.

That is... well, it's not nothing, but:

1. It's quite rudimentary, i.e. it doesn't have a custom UI, it relies on
opening a Calc window and some macros (which gets me in trouble with Macro
security)
2. It is intended for pretty advanced users w.r.t. usability
3. It does not address the need for users to be able to browse and choose from
various color palettes. 
4. Most users would not notice the existence of this, nor consider going
looking for an extension for this purpose (as opposed to looking for a theme,
or a tax form calculator, etc.)
