Thank you all for the constructive discussion! I would like to share two points
regarding user intent and expectations:

Context Menu Behavior (Comparison with MS Word):
In MS Word (with .dotx files), double-clicking creates a new document based on
the template, whereas right-clicking and choosing Open (or opening via Word)
opens the actual template file for editing. Adding an "Edit" / "Edit Template"
entry to the Windows Explorer context menu for template files (.ott, .ots,
.otp) would align perfectly with this familiar behavior. or at least
configuring the existing "Open with LibreOffice" context menu action to open
the original template file itself—would align perfectly with this familiar
behavior.

Behavior of File -> Open inside LibreOffice:
When users want to create a new document from a template, they naturally take
the most accessible path: double-clicking the file in File Explorer

Conversely, if a user manually goes to File -> Open inside LibreOffice, browses
to a .ott file, and clicks Open, their actual intent is almost certainly to
edit the template itself, not to spawn another untitled document.

Therefore, selecting a template file via File -> Open should open the original
template file for editing. To prevent accidental edits, LibreOffice could
optionally display an InfoBar or a simple warning prompt (e.g., "You are
editing a template file").
