Files saved by LibreOffice keep their numbering. (In reply to Eyal Rozenberg from comment 2) ODF 1.4 part 3 (the same in 1.3), 5.3.1 <text:list>: "Every list with a list level of 1 defines a list and the counter domain for its list items and any sub-list of that list."
