All active Versions have ODF 1.4 as default now, so we can test against the used ODF version and write draw:rotation="60deg" in case of version >= ODF 1.4. The export is in https://opengrok.libreoffice.org/xref/core/xmloff/source/style/HatchStyle.cxx.
