Steps to reproduce:
Have saved heading numbering formats (Tools > Heading Numbering > Format > Save
As…) with custom names
Restart LibreOffice, open a Writer document
Tools > Heading Numbering, click "Format"
Actual result: The menu lists only "Untitled 1" … "Untitled 9". Clicking "Save
As…" shows the correct saved names. Opening the Format menu a second time shows
the correct names.
Expected result: Saved format names are shown on the first opening of the menu.
