A table is attached, spa cing between rows was made 0.30 cm from existing, but
it has not changed  t

If I have to change the spacing between rows (format> paragraph) say from
0.30cm to 0.10 cm, I used to select the table and apply the new spacing,
(spacing > above paragraph; spacing > above paragraph) the spacing would
change. 
Now, with the new Libre office with Ubuntu 13.04, it is not possible. I have to
change the spacing for each individual cell in the row and only then the
spacing changes. I feel this is a bug which has crept in in Version 4 of Libre
Office and should be resolved.
