Description:
Even when I block and specify that all text is in another language (e.g.
Indonesian) the Indonesian dictionary doesn't appear as a choice, even though I
write regularly in Indonesian.
Sometimes it gives me a choice of Indonesian for the user interface but not the
check the text according to a dictionary.
Sometimes it gets it right and gives me a dictionary to spell-check.
My version not listed below: 26.2.6.3
Steps to Reproduce:

Actual Results:
Can't. Seems random.
Expected Results:
If a block out a text for a particular language, I want it to select the
dictionary so I can do a spell-check.
Reproducible: Sometimes
User Profile Reset: No
Additional Info:
It can go wrong in two places:
1. in the tools menu for language
2. In the spellchecker where it indicates the spellcheck dictionary that it is
using at the time.
