            Bug ID: 173942
Summary: Auto-detect UTF-8 / avoid broken encoding when pasting
HTML clipboard content from Chromium browsers
           Product: LibreOffice
           Version: 26.8.1.1 release
          Hardware: All
                OS: All
            Status: UNCONFIRMED
          Severity: enhancement
          Priority: medium
         Component: Writer
          Assignee: [email protected]
          Reporter: [email protected]

Description:
Description of Problem:
When copying text containing German special characters / umlauts (ä, ö, ü, ß)
from Chromium-based web applications (e.g., Microsoft Copilot, Microsoft Edge,
Chrome) and pasting it into LibreOffice Writer via standard Paste (Ctrl+V), the
characters are improperly decoded and displayed as broken Mojibake (e.g., "ä"
instead of "ä").

Steps to Reproduce:
1. Copy a German text containing umlauts from Microsoft Copilot (or any web app
in Edge/Chrome) to the clipboard.
2. Open a new document in LibreOffice Writer.
3. Paste the content using Ctrl+V (or Edit > Paste).

Actual Results:
The text is pasted with HTML formatting, but German umlauts and special
characters are corrupted/broken due to incorrect character encoding handling
(interpreted as Windows-1252 instead of UTF-8).

Expected Results:
LibreOffice Writer should correctly recognize the UTF-8 HTML clipboard stream
coming from modern browsers and preserve both the formatting and the correct
character encoding, similar to how Microsoft Word/Outlook handles it.

Workaround:
Pasting as unformatted text (Ctrl+Alt+Shift+V) or selecting Edit > Paste
Special > Paste Special... > HTML avoids the issue, but loses seamless Ctrl+V
functionality.

Additional Information:
- OS: Windows 11
- Tested on LibreOffice version: 24.8 / 26.8

Steps to Reproduce:
1.Use a text that contains Umlauts, e.g. output from AI. e.g "eigenständig über
die Einführung"
2.Copy text from 1. with Umlaut
3.Paste to Writer

Actual Results:
eigenständig über die Einführung

Expected Results:
eigenständig über die Einführung

Reproducible: Always

User Profile Reset: Yes

Additional Info:
The bug means that for German, it is almost impossible to use OpenOffice in a
professional working environment. Copy/Paste does not work for all kinds of
work, e.g. asking any AI product (Gemini, OpenAI) - The answer cannot be copied
into a document.
