[Writer] Add Reader Mode View + Smooth navigation with Arrow-Keys

I often read a document, without editing it. Navigating currently with the
arrow-keys is ugly, as it involves moving the cursor and may be very uneven and
distracting.

I would like to have a View of type "Reader Mode".

When selecting this mode:
- Arrow-keys permit smooth navigation, without actually moving the cursor;
- Up/Down-keys move smoothly by 1 line;
- Left/Right-key: move by roughly 1 page;

The cursor remains in place. When terminating the "Reader Mode" and pressing
the arrow keys, the view should return where the cursor was initially
positioned.

The "Reader Mode" would mimic reading a PDF-document in a pdf-reader.

Note: there is a somewhat related issue, but this is not quite the same. In
particular, I focus on the navigation through the document in the "Normal View"
- only the navigation behaviour changes.
