--- Comment #1 from Buovjaga <[email protected]> ---
In the code this is handled in sd/source/ui/view/sdview.cxx in
ViewRedirector::createRedirectedPrimitive2DSequence()

case PresObjKind::Title:
{
    if(pObjectsSdPage && pObjectsSdPage->GetPageKind() == PageKind::Standard)
    {
        static OUString
aTitleAreaStr(SdResId(STR_PLACEHOLDER_DESCRIPTION_TITLE));
        aObjectString = aTitleAreaStr;
    }

    break;
}

The string is defined in:
sd/inc/strings.hrc:227:#define STR_PLACEHOLDER_DESCRIPTION_TITLE
NC_("STR_PLACEHOLDER_DESCRIPTION_TITLE", "Title Area for AutoLayouts" )

Looking at the styles.xml in the .odp, we have in the <style:master-page>
element for style Padrão_20_1 which misses the placeholder description:
<draw:frame presentation:style-name="Mpr3" draw:text-style-name="MP5"
draw:layer="backgroundobjects" svg:width="23.15cm" svg:height="2.629cm"
svg:x="1.5cm" svg:y="0.628cm" presentation:class="title">
  <draw:text-box>
    <text:p text:style-name="MP5">Click to edit the title text format</text:p>
  </draw:text-box>
</draw:frame>

...while for Padrão_20_2 we have:
<draw:frame presentation:style-name="Padrão_20_2-title"
draw:layer="backgroundobjects" svg:width="22.975cm" svg:height="2.629cm"
svg:x="1.543cm" svg:y="0.628cm" presentation:class="title"
presentation:placeholder="true">
  <draw:text-box/>
</draw:frame>

So both of these elements have presentation:class="title", but the non-matching
style-name causes the description to not appear. If I replace the "Mpr3"
<draw:frame> element with a copy of the Padrão_20_2-title with the style-name
changed to Padrão_20_1-title, I indeed see the description in Impress (the
title becomes left-aligned instead of centered, though).

I guess we would need the steps for creating such documents before this can be
declared a bug.
