It seem the file was saved or generated with View -> Value Highlighting on. In this mode Calc shows text always in black, numbers always in blue and formulas always in green where it does not respect any font color. The color than only shows up when editing a cell or in the print preview or in the generated PDF. You may switch of Value Highlighting (Ctrl+F8) and it should be back to normal.
