            Bug ID: 173982
Summary: NAVIGATOR: Headings tree collapses when "Move Heading
Up/Down" even with Outline Tracking set to Off, how to
                    keep Always expended on?
           Product: LibreOffice
           Version: 26.8.1.1 release
          Hardware: ARM
                OS: macOS (All)
            Status: UNCONFIRMED
          Severity: normal
          Priority: medium
         Component: Writer
          Assignee: [email protected]
          Reporter: [email protected]

In the Writer Navigator (Headings view), the expanded headings tree collapses
on its own when clicking on given section in the navigator to "Move Heading
Up/Down". This happens with Outline Tracking set to Off, so it
is not the tracking behaviour discussed in tdf#163578. It makes the Navigator
hard to use in long documents.

Steps to Reproduce:
1. Open the attached document (headings at levels 1-3 with subheadings).
2. Open the Navigator [in the sidebar / with F5], choose Headings.
3. Right-click > Outline Tracking > Off.
4. Right-click > Expand All (Cmd+*).
5. Click on a sub-section, move it up or down
6. Tree collapses, I would expect it to stay expanded as it was.

The problem is that there is not possibility to keep all headings expanded. I
use the navigator a lot with large documents and I move sections from one place
to another quite often. I would like to see all sections displayed (to a
certain level like level-3) but the Writer keeps collapsing the headings
regardless of the options I use in "Outline Tracking". As a result I am quite
frustrated I have to click again , switch focus to Navigator and press
Cmd+Shift+8 again, this happens too many times, my preference would be to have
all sections always visible.
