Excel ignores it in many situations while we treat the hidden col/row as just not visible. To align with Excel we need to accept the request and make AF ignore hidden row/cols. I'd rather do that than keeping the technical correct interpretation of invisible but not inactive that we follow currently (which would mean to NAB/WF this ticket). We have many similar requests and perhaps an option under Tools > Options > Calc > Compatibility makes sense.
