--- Comment #13 from Leonard <[email protected]> ---
Note that issue 173951
[https://bugs.documentfoundation.org/show_bug.cgi?id=173951] is *not* about a
different layout.

That issue is about simple navigation through a document using the keyboard,
but ignoring the cursor. The full layout of the document should be displayed;
but the cursor should be hidden and the arrow keys should directly navigate
through the document - without moving the cursor.

The use cases for issue 173951 are the following:
- Reading a foreign document without editing it;
- Proof-reading a document with infrequent editing: if a mistake is found, the
user toggles explicitly to "Edit"-mode and clicks on the mistake to reposition
cursor on the mistake;
- Checking some details in another part of the document: once the information
was identified or verified, the user may toggle back to "Edit"-mode and move
the cursor using the arrow-keys to jump back to the initial position of the
cursor; Writer remembers the old position.

These use-cases are probably different from the actual use-cases of this
"duplicate" issues. Especially, use case 1 behaves more like reading a
PDF-document and maintaining the layout of the document (as it may contain
tables, images and complex formatting). Only the navigation is affected: e.g.
one may jump over the table (using the mouse/mouse-pad or page-down), but
continue to scroll through the document using the arrow-keys past the table.
The navigation is independent of the "cursor".
