Your conclusion does not follow from your finding. Impress may be writing
something _incorrect_ to the file, instead of setting the page style.

Indeed, the style which seems to exhibit the change is the default "graphic"
style, not the page style used for the relevant slide. The change is from:

  <style:default-style style:family="graphic">
   <style:graphic-properties ... snip ... />
   <style:paragraph-properties ... snip ...  style:writing-mode="lr-tb" ...
snip ... >
   ... snip ...
  </style:default-style>

to:

  <style:default-style style:family="graphic">
   <style:graphic-properties ... snip ...  style:writing-mode="rl-tb"/>
   <style:paragraph-properties fo:text-align="start" ... snip ... >
   ... snip ...
  </style:default-style>

so:

1. No direction/writing-mode change to the page style (or the presentation
style) w.r.t.
2. The change we actually 'switches' the property, not just the value: the LTR
case has lr-tb in _paragraph_ properties, the RTL case has rl-tb in _graphic_
properties.
3. In the LTR case, the alignment is not specified explicitly, while in the RTL
case it is.
