table-first-column.fodp: 3x3 table with Header row and First column

An Impress (or Draw) table with "First column" checked is exported to tagged
PDF with the first column as TD. With "Header row" checked the first row is
tagged as TH with Scope Column, but the first column gets nothing like this, so
a screen reader can not announce the row header of a cell.

Steps to reproduce:
1. Open the attached table-first-column.fodp. It has a 3x3 table with "Header
row" and "First column" checked (Sidebar > Table Design). The first column is
"", "North", "South".
2. File > Export as PDF, with "Universal Accessibility (PDF/UA)" checked.
3. Look at the structure tree of the PDF (Tags panel in Acrobat, PAC, or qpdf
--json).

Actual: row 1 is three TH with Scope Column. Rows 2 and 3 are three TD each,
"North" and "South" are TD.

The same with the other combinations: with only "First column" checked all 9
cells are TD, and with only "Header row" checked the result is the same as
above. So "First column" does not change the tags at all.

Expected: "North" and "South" are TH with Scope Row. The top left cell stays a
column header. ISO 32000-1 14.8.5.7 has the Scope attribute for this, and
PDF/UA-1 (ISO 14289-1) 7.5 says table headers shall be tagged as TH.

In svx/source/table/viewcontactoftableobj.cxx a cell is TableHeader only when
it is in row 0 and the table uses the first row style. The code says this is a
heuristic ("if there's a special formatting on first row, assume that it's a
header row"). The first column flag comes from the same getTableStyleSettings()
but it is not used. The same heuristic for the first column would match what
"First column" means in PowerPoint too (a:tblPr firstCol).

The attached table-first-column-master.pdf is the output of current master.

Reproduced on 26.8.0.3 and on master e7cbc3dce071 (2026-10-16), macOS.
