ODF 1.4 file: image whose graphic style has draw:decorative="true"

ODF 1.4 has the decorative flag of a drawing object as draw:decorative on
style:graphic-properties (OFFICE-4142; OpenDocument-v1.4-schema.rng,
style-graphic-properties-attlist, and nowhere else). LibreOffice reads and
writes only its extension form loext:decorative there, so a decorative image in
a file of another producer opens as a plain image.

Steps to reproduce:
1. Open the attached decorative-odf14.ods: one image in B3 whose graphic style
has <style:graphic-properties draw:decorative="true"/>.
2. Right-click the image: Decorative is off.
3. Save as ODS, and export to tagged PDF.

Actual:
- The re-saved ODS has loext:decorative="false" in the image's style; the flag
is lost.
- In the PDF the image is a /Figure without alternative text.
- decorative-loext.ods (the same file with loext:decorative="true") works:
Decorative is on, no Figure tag.

Expected:
- draw:decorative="true" is read like loext:decorative="true".
- Saving in ODF 1.4 writes draw:decorative; 1.4 extended writes both, as for
style:contextual-spacing.

Reproduced with 26.8.0.3 and with master 9073b346796e (2026-10-26), macOS.
