For example, if I select just the cells from the first row of the table and I choose right click and Table properties, the padding will change to 3 cm just for this row (the inner distance you mentioned). Now, if I exit from here, and click inside the last row of the table and go to Table properties I will see 0 cm padding because I was changing just the first row.
