Description:
The theme selection dialog window is double the height needed and cannot be
minimized to a smaller size.
Steps to Reproduce:
1.Click layout tab on notebook bar.
2. Click "layout" dropdown menu on the right.
3. Click "Theme..."
Actual Results:
The theme selection dialog window has too much empty space and cannot be
resized to smaller.
Expected Results:
The theme selection dialog window should match it's size to the number of
themes displayed.
