I don't have such a setup for testing (yet). Some first questions to narrow it
further down:

1) What is your full version information from Help -> About LibreOffice?

2) Does this happen regardless of how the dialog is triggered or only for
specific scenarios? Your comment mentions both, the splash screen and the
window for an open document, which are different scenarios. (The splash screen
shouldn't be shown any more after a document window is already there.)

More specifically, is it a problem for the following scenarios?

2.1)

* start Calc with an empty document
* press Ctrl+O to open the file dialog
* select a CSV file

2.2)

* pass the file directly as an argument when running LO:

     soffice /path/to/test.csv

2.3) like 2.2, but explicitly disable the splash screen:

    soffice --nologo /path/to/test.csv

In a quick test, at least *something* is passed for the parent in the
constructor of the class implementing the dialog in LibreOffice.

Local change used for testing:

         m_xDialog->set_window_state(aDlgOpt.GetWindowState());

For 2.1, that just prints some parent and the dialog seems properly modal on
top of the document window at first glance.

For 2.2, some parent is printed, but also the warning that the parent isn't
actually visible (which might be the underlying problem, in case you only see
this with the splash screen enabled):

warn:sc:588632:588632:sc/source/ui/dbgui/scuiasciiopt.cxx:296: parent:
0x55981bc19520
warn:vcl:588632:588632:vcl/source/window/dialog.cxx:967:
Dialog::StartExecuteModal() - Parent not visible

(That output is with the qt6 vcl plugin, from the vcl Dialog implementation. No
such extra warning is shown when using gtk3, but the underlying issue might
still be the same. The problem might be some invalid parent being used
internally, and then no actual Wayland window being set on the platform level
for the parent by the toolkit.)
