--- Comment #8 from [email protected] <[email protected]> --- I came here while experiencing the same problem, and now have fixed in (on Win10 with Writer 2.8.1.1). All settings appeared to be correct in Tools > Languages & Locales > General appeared to be correct. I, correctly, already had "Default (USA English) in these fields: "User Interface," "Locale Setting," "Default languages for documents - Western". What fixed it was making a setting of "None" for these "Default languages for documents" fields: Asian, and "Complex text input." There had been different default setting for both of those, which had occurred during installation (I can't remember what for Asian, and Hindi for the other field). So for me there is no code bug here. I do, however, thing this setup page is confusingly complex, and that the LO's default settings for those last two fields are incorrect for a the language setting in my operating system.
