Problem description: 
When running the spellchecker with a non-english dictionary, it does not
complain about mistakes. It is not possible to add/change the language in the
spellchecker window.

I have installed the packages:
aspell-en
aspell-ge

As well downloaded the extentions
dict-de_de-1901_oldspell_2012-09-29
kpp-american-english-dictionary-797865-words-list

I tried to install German (de-DE igerman98) dictionaries 
which is obviously not compatible with the release.


Steps to reproduce:
1. Write text (spellcheck works with english)
2. Change language to german spellchecker does not find anything

Current behavior:
The spellcheck windown claims that it has searched the whole doc without
complains. Then it disappears.

Expected behavior:
Spellcheck window should open. It should be possible to add/select a language.
Before the check is performed. Should be sufficient to install a language at
ONE SINGLE position with effect on the whole environment.
