Newer versions of OO (i.e. 3.4) also don't do it. You can fix it by re-entering the value into the cell (provided that the cell is not formatted as Text) such that it gets interpreted. This can be automated with selecting the cells to convert and Find&Replace by searching for .* and replacing with $0 and enabling regular expressions.
