I bet that 4.1.1 was not built in the same environment as 4.1.0. msvcr100.dll version in official 4.1.0.4 is 10.0.40219.325 msvcr100.dll version in official 4.1.1.2 is 10.0.40219.1 Installer will not downgrade msvcr100.dll, so 10.0.40219.1 will not be selected for installation. On the other hand, uninstallation rule will remove 10.0.40219.1, so we end up with no msvcr100.dll.
