Steps to reproduce:
------------------
1. Insert image from file
2. Right click on the picture then enter Caption
3. Right below the caption, enter a numbered heading (not sure if numbering is
absolutely necessary to reproduce the bug)
4. Right click Edit paragraph style on this heading
5. Change Spacing above paragraph
6. Notice that nothing has changed
