Odt document containing screenshots illustrating the problem and giving more
information.

Problem description: These two functions will only accept a numerical value as
a criteria value, and it has to be entered within double quotes.

Steps to reproduce:
1. Open an instance of Calc.
2. Open the Function Wizard
3. Select either of the two functions indicated.
4. Enter a valid range containing numerical date into the first parameter.
5. The criteria value is only accepted in the function if inserted within
double quotes, else an error results.

Current behavior:Only numeric values in quotes is accepted.

Expected behavior: Any valid data item should be accepted.
