Currently it seems like there is no way to set a default bullet style, making
it so that if a user always prefers a specific bullet style (including relevant
options such as tab/space in "positions" tab or the number of inches for a tab)
they must manually set it every single time.

A user can make a new template but this really doesn't solve the problem where
they want it so every time they push "outline" or "bullet" buttons they get a
very specific set of options and look/behavior.

High -- because I think outlinining is common and that unless a user loves what
LibreOffice devs have by default forced upon them, they must always manually
adjust, even within a single document if you have different sections of
outlines they won't stick with the same style, you must change each outline
section to fit your needs/preferences.
