With LO 4.1.2.3, on Windows 7-64 the replacement of € symbol works correctly. All cell content remains intact. Correct from either simple field and replace all, or done with the regular expression check box. FWIW functions correctly the same with current LODev 4.2.0alpha+ Can you provide a better test case of what you perceive is wrong?
