Test case
Steps to reproduce:
1. Open attached document. Notice it contains one shape with anchor "as
character".
2. Save as a .docx document.
3. Close and open the .docx you just saved. The document is empty.
It also happens with groups of shapes anchored "as character", but it doesn't
if the anchor type is different.
Notice that this is the actual cause of imported docx SmartArt being removed
from the documents when exported back (#64491).
