I have just done a clean install of Windows 7 64-bit SP1 and LibreOffice
4.1.1.2. The OpenDocument Format Filter was not searching inside odt files.

I tried numerous workarounds described here and elsewhere. Including installing
the MS Office 2010 Filter pack. This did not work. As part of this process I
was examining the registry entries for the OpenDocument Format Filter. When I
finally gave up I uninstalled the MS Office filter pack, then ran the repair on
LibreOffice to make sure it was installed correctly.

After doing this, the filter started behaving correctly, and examining the
registry revealed a key which was not previously present.

The new key is:

[HKEY_CLASSES_ROOT\CLSID\{7BC0E710-5703-45BE-A29D-5D46D8B39262}\InprocServer32]
"ThreadingModel"="Apartment"
@="C:\\Program Files (x86)\\LibreOffice 4\\program\\shlxthdl\\ooofilt_x64.dll"

I believe the installation procedure is not correctly installing the filter,
and performing the repair causes the missing key to be produced.

When I did the original installation of LibreOffice, I selected a custom
installation, but left all the default options on (I just wanted to see what
options were available).
